    Existem outros fatores que podem levar a isso.

    Tente com a claúsula FORCE
    RMAN>BACKUP DATABASE FORCE;

    E tente um Clear antes também para garantir a alteração.

    RMAN> CONFIGURE BACKUP OPTIMIZATION CLEAR ;

    RMAN configuration parameters are successfully reset to default value

    RMAN> CONFIGURE BACKUP OPTIMIZATION OFF ;

    new RMAN configuration parameters:
    CONFIGURE BACKUP OPTIMIZATION OFF;
    new RMAN configuration parameters are successfully stored

    De acordo com a teoria com modo OFF ele teria que backupear.
